  Place your city hall anywhere to remove your opponents' mayors.
• 6 Mayors
  The mayor can be placed in occupied cities and earn you knights.
• 6 Messengers
  A messenger on a newly completed road moves to another road or city.
• 6 Scarecrows
• 12 scarecrows can be placed in occupied fields and earn you farmers.
